JAKARTA | ACEH INFO – The head of the Religious Affairs Office (KUA) of Johan Pahlawan Subdistrict, West Aceh Regency, Marhajadwal, emphasized that the marriage of two Rohingya ethnic couples in West Aceh violated the Marriage Law. The DPR member said that the marriage of foreigners is not the domain of the KUA.
“Marriages of foreign nationals are clearly not the domain of the Office of Religious Affairs (KUA) under the Indonesian Ministry of Religion. The Marriage Law clearly only applies to Indonesian citizens,” Deputy Chairman of Commission VIII of the House of Representatives Ace Hasan Syadzily told reporters, Sunday (19/5/2024).
Ace thinks that when a Rohingya citizen gets married, it is returned to the Rohingya rules. Even though the wedding was held in Indonesian territory.

“Religiously, we return to their religious beliefs and customs,” Ace explained.
Member of Commission VIII of the House of Representatives of the PKB faction, Luqman Hakim, feels that there needs to be intervention from various ministries and institutions related to the Rohingya marriage in Aceh.
“In the future, there needs to be synergy between the Ministry of Law and Human Rights, Ministry of Foreign Affairs, DPR and Ministry of Home Affairs to provide certainty of citizenship status for foreigners living as refugees in the territory of the Republic of Indonesia,” Luqman explained.
The clarity of citizenship status, Luqman added, is not only to solve the problem of marriage, but many affairs will become more certain regarding their rights and obligations as refugees in the territory of the Republic of Indonesia.
“If this is a marriage between foreign nationals (Rohingya), our marriage regulations (Indonesian Marriage Law) cannot be applied to judge it. Because the Indonesian Marriage Law does not regulate marriages between foreign nationals in Indonesia,” he continued.
Previously reported, the marriage of two Rohingya ethnic couples named Zainal Tullah and Azizah, and Zahed Huseen and Rufias. The marriage was allegedly carried out not in accordance with the usual marriage procedures regulated in Islamic teachings. The wedding was known to be officiated by Jabir, a cleric among the Rohingya.
In addition, he said, one of the married couples was still 18 years old. So that by law, every woman or citizen under the age of 19 must get permission from the court to get married.
Other rules that were violated in the marriage, apart from not reporting the marriage to the KUA as the official government authority in charge of marriage and religious activities. The marriage, he said, was also not regulated in Law Number 1 of 1974 concerning Marriage.
In the marriage law, the government has clearly regulated the rules of marriage between foreigners and Indonesian citizens (WNI). Meanwhile, the rules for marriages between foreigners and foreigners so far do not exist.
Amanah Holds Creative Patchouli Class in Aceh, Presents International Perfume Instructor
Dozens of participants attended the Creative Patchouli Member Class at the Aneuk Muda Aceh Unggul Hebat (AMANAH) secretariat, Banda Aceh City. The activity, which took place July 26-27, 2024, was filled with internationally certified perfume instructor, William Sicher Wijaya.
“This first day we learn to do what is called smelling. So, (learning) perfume is the earliest, the most basic is smelling,” William said when interviewed on the sidelines of the first day of activities, Friday (26/7/2024).
The participants who came from various regions in Aceh Province gained a lot of knowledge about perfume making. One of them is about how to smell and distinguish the main or single note aroma.
William explained that single note consists of several families that are commonly used as basic ingredients in perfume making. These include citrus, fruity, woody, floral, fixative, amber, green, leathery, spice and powdery.
“Smelling runs in perfumery. Starting from determining the top, middle, base. Then, there are some notes that come out of top-middle-base such as modifiers, accessories. In addition, we also learn to categorize perfumes based on their family,” said William.
Furthermore, the participants were directed to “marry” scents from different families to produce interesting scented perfumes as desired. The mixing of the basic ingredients will produce a certain accord.
In the mentoring activity titled “Scent Crafting Journey”, AMANAH used patchouli oil as one of the elements in the accord. Thus, William encouraged the participants to be creative in making perfumes using this ingredient.
“So, the centering is patchouli but we will make this patchouli interesting so it’s not just the smell of essential oil (pure oil) but we modify it to make it more interesting,” he said, optimistic about the potential of patchouli oil as a superior product in Aceh.
The training was interactive and dynamic as the participants shared their creative ideas. A total of 25 participants divided into five groups will later make perfume formulas to be made into valuable products.
One of the participants from Sigli City, Pidie Regency, Sayed Hanifuddin claimed to have learned many useful lessons from the activity. He believes the knowledge gained will help participants to develop quality perfume products.
“We know more about the aroma classes of perfume, there are base note, middle note and top note. For us to make this perfume, we already understand how to determine the raw material, how to determine the top-middle-base note,” she said.
On the second day of the Creative Nilam Member Class on Saturday (27/7/2024), the participants will create a perfume formula from the accord determined on the first day. The formula will then be made into a marketable perfume product.
Amanah Markets Patchouli Perfume Made by Aceh’s Youngsters
Aneuk Muda Aceh Unggul Hebat (AMANAH) conducted a market test for Nilam perfume products produced by the Nilam AMANAH children. This activity took place at the Bhayangkara Fest 2024 event, Ratu Safiatuddin Park, Tuesday (9/7/2024).
Patchouli oil is the best binder for perfume products, and Aceh is the best producer of patchouli oil in the world. However, unfortunately the community has not been able to optimally utilize the patchouli oil.
As part of this program, Creative Nilam participants have successfully produced 1000 samples of perfume products that will be distributed during the Bhayangkara Fest event. The purpose of this market test is to determine whether the products produced are ready to compete in the market or still need improvement.
The market test event is expected to provide valuable feedback for Aceh’s young entrepreneurs in developing their Patchouli perfume products, as well as opening up new opportunities to optimize the potential of the patchouli oil industry in this area.
One of the members of Nilam AMANAH, Alvieonnie Niken Marahaini (19), said that it looks like they can already compete in the market. This can be seen from the fact that the 1000 perfume samples prepared by them have almost run out. Not only that, many of the visitors also wanted to buy the perfume.
“So far, from the 4 days we have been researching, it seems that people are willing to accept Patchouli as the core of our perfume. They seem to be able to accept Patchouli as a perfume ingredient,” said Niken.
From the results of the 1000 sample test on visitors at the Bhayangkara Fest 2024 event, the Creative Patchouli Training participants will mass produce perfumes according to market demands.
Meanwhile, one of the visitors at the Nilam AMANAH stand, Amrina Yusra (23), said that the perfumes sold by Nilam members could compete with local brands.
“It’s suitable, it can compete with local brands too, because the fragrance is also distinctive, there are also Acehnese characteristics, so it’s suitable,” said Amrina.
AMANAH’s assistance to Acehnese youth in the MSME sector is expected to create new young entrepreneurs in Aceh and improve the welfare of the Acehnese people.
